Correspondence within Ukraine

Ordinary letter:

How to send: ordinary letters to be dropped by the sender into the letter-box or handed to the post-office operator.

How to receive: ordinary letters are delivered into the recipient‘s letter-box at the address indicated by sender;

Registered letter:

How to send: registered letters are posted at the post-office by handing to the operator where the sender is provided by confirmation receipt.

How to receive: the letter is delivered and handed to the recipient against receipt;

Letter with evaluation of content value specified by the sender:

How to receive: delivered to the recipient at the post-office against receipt.

Advantages of sending registered letters and letters with evaluation of content value:

  • posting confirmation (receipt is issued to the sender at sending);
  • records at the official documents across the correspondence process;
  • delivery confirmation (delivery against signature).

When sending registered letters and letters with evaluation of content value, following services can be used:

Delivery in person – letters are sent with delivery return receipt and handed to the recipient personally.

Delivery notice – the notice where is indicated when and who (the addressee or his/her representative) your mail is handed.

Letters with evaluation of content value can be taken with content description and with payment at shipping.

Ordinary letter:

  • liability of the operator in case of loss according to the Law of Ukraine “On Postal Service.”

When sending a registered letters use the following services:

Delivery notice – is the notice with which we inform the sender when and to whom (the recipient or his representative) the sending is handed.

International posting delivery notice (CN07) notifies the sender when and to whom (receiver or trustee) the card is handed.

Registered sending are handed to the recipient against signature.

The form of delivery notice comprises:

  • name of recipient and date of the posting is handed;
  • at the handing of letter to adult members of the family: kinship (father, mother, son, daughter, etc.);
  • by proxy: the name of the trustee;
  • with indication “personal”: signature and name.

Once the delivery notice is filled it returns to the sender the fastest way and is served in the order provided for ordinary mail.

Deliver personally – is sent with registered delivery notice and handed personally to the recipient.

You can send postal items marked “personal” with delivery notice (CN07) only to the countries specified in the Guidelines for acceptance of international postings, which is available at any post office.

Courier delivery – delivered by courier.

Any international registered postal items can be sent with indication “courier delivery”. They are delivered by courier upon arrival to the facility of postal services.

Such postal items are accepted for transfer only to the countries specified in the Guidelines for acceptance of international postings.

Postal sending search – search of the items not delivered to the recipient.

To track international shipments, please contact the post office with the search application.  The application can be filed by the sender or the recipient.

The posting confirmation (the receipt) or its copy must be attached to the search application and please, specify the following:

  • type, category and number of posting;
  • place and date of acceptance;
  • full name of the sender and the recipient;
  • – postal address of the sender and the recipient;
  • way of posting (air mail or surface transport);
  • information on the content of posting (for parcels and other postal items with declared value – list and value of the content).

When handing the application you must present a document that identifies the person.

According to the regulations of the Acts of the Universal Postal Union (Doha, 2012), search applications should be submitted within six months from the day following the day of the posting.

Searching for international postal items is held by the postal service within two months from the date of referral request. The results of investigation are informed officially.

Please note!

The search is possible only for registered mail. Postal items that are sent by simple procedure are not subject to investigation as they are sent without registration in the documents throughout the transfer rout and handed to recipients without delivery notice.

Rules of addressing

Under the regulations of the Acts of the Universal Postal Union (Doha, 2012) at the international mail items should be following information:

  • text of the recipient’s address, it is written in the bottom right corner of the front side of the sending. The address must be clear and complete. It has to be written in Latin letters and Arabic numerals and must be legible. If in the destination country other letters and numbers are used – write the address in those letters and numbers (i.e., in the language of the destination country). Name of the settlement and the country of destination should be written in capital letters. It is advisable to indicate name of the destination country in the language of the country of origin;
  • text of the sender’s address is written in the upper left corner of the front side of the parcel in the language of the country of origin or in Latin letters and Arabic numerals. When specifying the addresses in the language of origin country the name of the settlement and the country should be also written in Latin letters.

At the international mail to CIS countries the recipient’s and sender’s addresses can be written in Russian.

Also, when addressing international sending check with the requirements of the destination country on language of addressing. Information on these requirements is available at every post-office.

Destination address of the postal item has to be written in the following sequence:

  • the recipient’s name in the nominative case: full name;
  • street name, house number, apartment number;
  • the name of the settlement, district, region;
  • ZIP code
  • the country of destination.
