December, 18. Difficulties in the processing of outbound international mail are caused by large volumes of air cargo and airmail at Boryspil Airport. Due to problems at the posts of Italy, France, Australia and Canada there are also difficulties in the delivery of mail dispatched earlier from Ukraine.
Technical resources at Boryspil Airport are not enough to execute necessary operations with international cargo, express items and mail. In order to clear out the congested cargo and mail, Boryspil Airport is introducing a temporary embargo on the transportation of import cargo and mail for all types of airplanes, passenger and cargo, for the period from 23:00UTC, 23.12.2018 to 23:00UTC, 03.01.2019.
All import mail sent to Ukraine by passenger flights is now processed and presented for customs clearance to the Office of Exchange Kyiv almost without delay. Mail arriving on pallets from cargo flights, primarily from transit hubs of Istanbul and Baku, is executed with minimum delays.
Export and transit mail is now processed with delays of up to three times compared to the standard time.
Ukrposhta is working hard on improving the situation. At Ukrposhta’s initiative, Boryspil Airport and the State Fiscal Service of Ukraine agreed on the technology of cargo and mail processing using certified private handling companies, which has already helped to reduce the effect of the shortage of technical resources at the airport for processing mail to a number of destinations. Several combined routes have been launched to dispatch mail from EU airports.
Before the holiday season, standard mail delivery may take longer due to increased mail volumes.
The entire air infrastructure (airports, airlines, handling companies) and customs units in Ukraine and other countries are working hard, but their capacity is limited.
